Ljubinka Kovačević


Ljubinka Kovačević graduated at the Faculty of Law, University of Belgrade in 2001. She defended with honors her LL.M. thesis titled „Regulating Social Security in International Law“ (2007), and her PhD thesis on „Legal Subordination in the Employment Relationship and Its Limitations“ (2011), at the same faculty.

After graduation she worked as a researcher at the Institute of Comparative Law in Belgrade for three years. In 2005, she started working as assistant-lecturer for Labour law at the Faculty of Law, University of Belgrade. She became assistant professor in 2012. Currently, she is teaching the following courses at the undergraduate, master and doctoral level: Labour law; International labour law; Social security law; Labour and social law in the EU – Human rights aspects; Sources of Labour law; Legal nature of economic and social rights.

She is the author of two monographs and many papers on Serbian, international, European and comparative labour law and social security law. In many of them she examined human rights as a basis for reevaluating the labour and social security legislation. This is due to the fact that human rights issues, in the world of work, are not limited to the enjoyment of social rights, but equally to the enjoyment of civil rights and liberties in the workplace. Therefore, one of the focal issues of her research becomes how to create the conditions to effectively exercise the freedom of expression, the right to a private life as well as other rights in the workplace.

Some of the most important projects on which she has participated include the membership of the expert teams of the Serbian Ministry of Labour and Social Policy for the reform of legislation on social entrepreneurship, and protection of war disabled. Currently, she participates in international research project “Restructuring of Companies and the EU Law“. She is member of the editorial board of the scientific law journal Pravo i privreda, and correspondent for network “Actualités juridiques internationales” of the Revue de droit comparé du travail et de la sécurité sociale (Bordeaux). She is a member of the Administrative Board of Serbian Association for Labour Law and Social Insurance.
